Position: Code Enforcement Officer 1- Espanola

 

Positions Available: 1  Department: Planning and Zoning

 

PRINCIPAL JOB DUTIES AND RESPONSIBILITIES:

  • Performs a variety of field and office work in support of Rio Arriba County’s local code enforcement guidelines as outlined in its Design and Development Regulation System Ordinance
  • Issues permits for new and additional development on private lands within the unincorporated areas of Rio Arriba County
  • Receives and responds to citizen complaints and reports from other agencies and departments on alleged violations of county zoning and related codes and ordinances
  • Conducts field investigations and prepares evidence in support of legal actions taken by the county; appears in court as necessary; testifies at hearings and court proceedings as required
  • Research, analyze and write a variety of concise reports
  • Helps the public understand the laws, ordinances, plans and policies governing land-use in Rio Arriba County and explains the County’s review process for development.
  • Maintain and edit all field data collected and produce accurate GIS datasets for incorporation into the various projects and datasets countywide; 
  • Must research and correct errors produced by the E-911 system, telephone, and internet service providers;
  • Creates enforcement reference materials using ArcView/ArcGIS/GIS/GPS mapping upon which permitting requests and decisions may be based;
  • Acts as technical advisor to the Department for all land-use activities/issues/plans as they arise

SKILLS, KNOWLEDGE, AND ABILITIES:

  • High School Diploma Required
  • In addition to the minimum educational requirements, it is highly desirable for applicants to have at least two (2) years of code enforcement experience.
  • Experience with ArcView; ArcGIS; AutoCAD;
  • Extensive knowledge of pertinent codes, ordinances and regulations pertaining to zoning, nuisance abatement, property maintenance, building, health and safety and other related areas;
  • Knowledge in preparation of maps; records, reports, correspondence, and written directives; related to land-use planning and permitting;
  • Exemplary writing skills in the English Language;
  • Knowledge of the principles of business and County government organization
  • Ability to serve the public with tact and professionalism
  • Ability to act independently and make logical decisions based on policies of the director and department;

Position: Substitute Van Driver/Cook 

Positions Available:   1                        Department: Espanola Senior Center

  

Rio Arriba County is seeking a responsible party to provide a variety of transportation services for Senior Program participants such as; shopping; pick up seniors at home and transport to senior center; transport to recreational activities; and other destinations as needed on a Substitute Basis.

Essential Job Duties: 

  • Provides a variety of transportation services for Seniors such as taking Seniors to senior Centers, shopping, pharmacists and recreational activities, etc.,
  • Assist kitchen staff in preparing, serving, and packing meals on wheels
  • Maintain a vehicle maintenance report that will be submitted monthly to supervisor
  • Conduct a daily vehicle check
  • Insure that all proper documentation pertaining to the vehicle and driver are in vehicle at all times
  • Provide assistance to seniors boarding and disembarking from the van at all times.
  • Maintain a vehicle maintenance report and submits monthly to Supervisor;
  • Conducts a daily vehicle check which should include but be limited to checking oils, transmission fluid, windshield fluid, tire inflation, vehicle cleanliness, insures that proper documentation pertaining to the vehicle and driver is in vehicle at all times;
  • Verifies that all Fire Extinguishers and First Aid Kits are stored and stocked at all times;
  • Provides assistance to seniors boarding and disembarking from the van at all times;
  • Obeys all traffic laws and regulations pertaining to transportation vehicles;
  • Performs other duties as assigned by Director/Supervisor/Designee

Essential Job Duties:  

  • Supervises and participates in the preparation and cooking of meats vegetables, salads breads and other foods according to standardized recipes according to the 1/3 RDA requirements
  • Operates large and standard cooking equipment
  • Ensures proper maintenance of kitchen equipment
  • Ensures cleanliness of kitchen and equipment on a daily basis
  • Conducts food orders on a monthly basis according to menu
  • Conducts inventory on a regular basis, knowledge of perpetual inventory
  • Monitors and prepares appetizing meals for Senior Program participants in accordance with nutritional guidelines one month in advance;
  • Conducts Kitchen Assessments monthly and assures follow up to meet all code compliance and program policy;
  • Will report to the Espanola Coordinator

     

    Skills & Qualifications: 

  • Three (3) years of supervisory experience;
  • Five (5) years cooking experience;
  • Experience in inventory control;
  • Experience preparing food orders;
  • A Valid New Mexico Driver’s License is required;
  • A High School Diploma or GED Certificate is required;
  • Knowledge of Computer use preferred;
  • Experience in shipping and receiving work is preferred;
  • Experience in working with Senior Citizens and some knowledge of the aging process is preferred; 
  • Ability to perform basic mathematical computations;
  • Ability to understand and communicate in English.

Department: COUNTY ASSESSOR’S OFFICE - ESPANOLA

The Field Appraiser I will be working for the Rio Arriba County Assessor’s Office. This individual will be working in a public service office that deals primarily with land, home, and mobile home assessments. To be considered for this position applicant must have:

ESSENTIAL JOB DUTIES:

  • Establishes real estate values of residential, non-residential, and commercial properties;
  • Uses County maps to locate property to be assessed;
  • Assists co-workers in assessing every property within the County once every two years;
  • Establishes property grade based on quality of construction and set valuation rates in accordance with legal levies;
  • Determines proper appreciation and depreciation in structural and/or land; Such evaluation is based on consideration such as land use for livestock, presence of flood control and irrigation, type of construction, construction additions, use of property, square footage of structures, utilization of available topography of property streets, and accessibility and other related details.
  • Prepares sales ration reports in an effort to determine actual sale value of land and real estate. Such reports are submitted to the New Mexico Property Tax Division (Appraisal Division). Sales ratio should be within 10 percent of market value;
  • Sketches buildings, takes measurements and enters all information pertaining to appraisal on property record cards.
  • Submits property record cards to office clerks for entry in computer systems;
  • Testifies before hearing boards in event of disagreements/complaints concerning real estate values assigned;
  • Assists in training part-time workers and lesser-ranked appraisers as needed;
  • Performs research on valuation and tax notice values of property;
  • Conducts market analysis to determine property value;
  • Documents such as deeds, real estate contracts, closing statements and mortgages are used to perform such research and analysis.
  • Perform other duties as assigned by Director/Supervisor/Designee

 

SPECIAL REQUIREMENTS:

  • High School Diploma or GED;
  • Certification by the International Association of Assessing Officers (IAAO) preferred;
  • One to two years’ experience in assessment work preferred;
  • Ability to draw, to scale and to read blue prints;
  • Computer knowledge preferred;
  • Knowledge pertinent to laws relating to ownership and appraisal methods and techniques, the use of legal descriptions, maps and the operation of various office equipment;
  • Ability to deal and communicate with the public;
  • Ability to perform essential duties in the work conditions required for the job;
  • Ability to perform essential duties as described above;
  • Ability to work with equipment, tools and materials required by the job;
  • Ability to understand and communicate in English;
  • Valid New Mexico Driver’s License;WORKING CONDITIONS:
  • All essential job duties are performed both indoors, and outdoors.
  • Temperature is controlled to maintain comfortable work environment year round indoors, and employee is exposed to natural weather conditions when outdoors.
  • Employee primarily works alone with or without explicit directions from Supervisor. Employee may work with a small group of other individuals at times.
  • Potential work hazards include use of the printer, other office equipment, and the climbing of stairs.
  • Employee may be required to travel to Tierra Amarilla or Espanola or within the County.

  • Employee may be required to work irregular hours.
  • Employee must be able to lift up to 45 pounds.

  • Cleans windows, windowsills and mirrors;
